Film Lines

In films they have the two black lines one on the bottom and one on the top.

In adobe premiere how would i get them, because with the clips i have there is a timer in the top, and i want those bars to cover it up. Or would i need another program

you can just cut the unwanted parts off... 'cause many times people doesn't like black bars...
